  ACTA Project was initiated and founded by Agence Francaise de developpement (AFD) of the french government, the government of socialist republic of sri lanka and the National Construction Association of Sri Lanka.
     
 

The Hon. Minister of Finance of the Democratic Socialist Republic of Sri Lanka, in his Budget Speech for the year 2005, has proposed to set up an academy for the advance construction training, jointly with the National Construction Association of Sri Lanka, (NCASL) to strengthen the industry requirements of competencies for the managerial and supervisory categories of the sector employment.

     
  ACTA is an Institution incorporated under the section 21 of the Companies Act No. 17 of 1982. ACTA is an institution under the National Construction Association of Sri Lanka, managed by a Board of Directors, to fulfill the training needs of its membership.
     
 
   
   
 
Development of competency needs in the modern technologies in the construction industry.
 
 
 
Capacity development of the construction community
 
 
 
Provide accredited and recognized qualifications for the professional development of the construction sector managerial and supervisory level employees.
 
 
 
To provide demand driven high quality training programs for the employees in the construction sector.
 
   
 
Conduct research in the construction sector and the labour market analysis of the construction industry.
 
   
 
Develop competency standards and curricula for the respective occupations of the construction industry.
 
 
 
Conduct training programs for National Vocational Qualifications at Level 5 & 6, for the construction sector employees and for the other potential entrants to the sector.
 
 
 
Affiliate the academy with local and international organizations and offer recognize local and international qualifications.
 
   
 
Conduct post training evaluations and training need analysis.
